Could be so many things. Can you post what parts your computer has, video card/chip, sound card/chip, Windows version, driver version for your video card/chip? I know that's annoying, but it could help narrow down the problem.
Also, try editing the desktop shortcut, and in the target line after halo.exe add a space and then -safemode. It might just run that way, though it will have no sound and bad graphics in safe mode.
