There are many ways you can lower your ping. one is to lower all of your video settings and sound settings so that there is less for the connection to move. also, if you create a server, your ping is EXTREMELY low, no matter what type of connection you have. by the way.... what connection do you have. for dialup, there are different phone numbers you can get, and some work with others. People pc has a smart dialer which pretty much optimizes your connection, whereas other ISP's have nothing like that, and you pretty much pick and choose. someone else can probably help more than me, but i hope i helped in some way.

Wow. Pure grade-A BULL-blam!-. Lowering those settings will only improve the framerate not boost network performance.

I honestly thought the only way was to have it the only connection at the time: No downloads, no X-Box live running, etc.

Quit programs that access the internet like web browsers, P2P programs, instant messengers and sort the server list by ping so you can find the best games on top.

if your internet connection is only being used by halo, there is no way to get a faster ping without getting a new isp.

and about the hosting thing.... you always have 0 ping, and it makes the game completely unfair. i do not recommend getting used to it. when you go from that to a dedicated server, you get screwed

Lowering the settings can lower your ping. Ping is how long it takes for a mesage to be sent and processed. If your CPU is bogged down by other information, it will take longer to process the networking info.

CPU usage on my computer is 100% running Halo with high or low graphics/sound settings so I don't know what you're talking about. Try it on your PC and watch the CPU usage history reaching 100% everytime in the task manager. How does this affect my network performance if my CPU load hasn't changed?
