There was a good movie called Momento where a guy had a brain disfunction that gave him very short term memory, so the movies played out five minutes at a time from the end to the beginning, and threw in the twist in the last scene. This idea might work in a game like Max Payne but for Halo2 I don't think it would be a good idea. After playing through that last level (technically first, cronologically), you might find some great twist that solves all the mysteries, but it wouldn't be as thrilling or satisfying in this kind of game because the whole way through, you already know how the story ends. Max Payne is a kind of game that can pull this off, but in the ending of a Halo game you should defeat the covenant, save earth, or blow up something really big, not solve a mystery. So, your theory is absolutely possible, but Bungie probably realizes that making the last level the "last" level gives it much more of a punch.
