Bungie shouldn't. They should continue on with their new franchise. If this ever was to be done, 343i would/should have to handle it.
A project like this would have to be sold to the executives that approve financing for such projects. After the results of H2V though, I'm not sure how MS would view such a proposal. Had there been better development in supporting modding for the game, I think community activity would have lasted more for it.
They could have easily made the editing kit DLC (not in the Live sense) only, or just kept bare minimum on disc and supplied more "advance" content online, again as DLC. This could have addressed issues like DVD disc space. I don't think they would have ever gone with a multidisc release so DLC would have been the route, if any.
It would be better for 343i to invest into porting Reach to PC. Then, having a editing kit tester team (preferably volunteered based if time allowed, and from the community) develop ports of old Halo missions to provide POCs of the kit's ability in average-game-modder's hands.
Using Reach's revision of the Halo engine would allow people to take advantage of the new designer-driven game variants and also online-coop. Oh, and let's not forget Forge. List goes on, but I don't see complete remakes of Halo 1 and 2 ever being seriously considered by production leads or studio execs working at MS.
It sounds fun and good on paper but people would just start -blam!-ing how it's not like the original. It's the original, you can't beat it. Whether you realize it or not, you have this set notion in your head of what and how Halo 1/2 is. Even just graphical "enhancements" will change this. The new and improved networking will also distort the "feel" that you already have for the games. A remake will never be the same, no matter how hard you wish it to be. Time is better spent expanding on the story than beating the same dead horses.QFT.
Halo 1/2 are ancient, there's not much going for them.
