Specifically:

I think the key phrases to note here involve:
- PC, Console, Mobile, and Cellular Platforms.
- Driver and Operating System software.
- Engine software.
- Downloadable from a global computer network.
Really, both chunks of information are useful. I just paraphrased a bit for brevity.
In my mind when I put those nuggets of information into context I see only a few possibilities:
Option 1:
An interactive, super-browser similar to Valve's Steam and/or Blizzard's Battle.net system. A piece of technology that allows Bungie to deliver - on demand - games to you in digital form. Possibilities endless. The ability to connect, browse, download, game, collate statistics, talk, chat, LIVE THE LIFE OF GAMING, through Bungie's Aerospace system (if it such a system).
If Aerospace is such a system, as hypothesized above, I really think the Slingshot will be pulled out for it's launch. We see systems like Steam and Battle.net doing amazing things for Game's: Digital Download, On-Demand Games, Digital Stores, Integrating the Game into some new social system.
I am tempted to think of something like Battle.net. A system that links Blizzard's games to give the players more than just a game. It is way to communicate, play, review, improve, etc.
If Bungie is going to release a huge, multi-platform game than this seems reasonable. An MMO? I can not say. If they did produce something on that scale, a system customized for Bungie and Bungie fans to integrate into the game as said Steam and/or Battle.net would be almost key to it's success in my opinion.
Option 2:
Bungie could be planning to do everything in Option 1 on top of this. However, I'll treat this as it's own idea; separate of Option 1.
Bungie plans to release some sort of SDK or Engine Tech to it's development fans and the game community at large. There might be different versions like:
- Non-Commercial
- Commercial
I would reckon that both would cost money. However, the commercial version would probably be reserved for true commercial purposes and the license would probably be hefty (but worth the investment).
Amazing Engine Tech. can seriously be a cash cow. Making lots of cash as a developer is a good thing! :)
I am not saying because Engine Tech is profitable that Bungie will solely go that route only for money. However, realeasing Engine Tech. and developing games on top of that Tech. is interesting to think about.
Option 3:
Combine Option 1 & Option 2.
My crazy assumptions on the situation.
Of course, it could just be an ARG or some kind of hint at their future IP.
EDIT:
Could be a hint at the Slingshot shooting people into space. Most of the Latin translations at least suggest going to the stars through hard work. Sound reasonable? I think so.

Is it possible that Bungie will be releasing development tools for the community? Perhaps technology they have used internally or are they developing it from scratch? Interesting.
