I do not fear death, in view of the fact that I had been dead for billions and billions of years before I was born, and had not suffered the slightest inconvenience from it. ~ Mark Twain

Unreal Tournament doesn't have these problems? But does Halo CE?
UT has none of the above. When you try to swipe-snipe, you have to actually hit the head. You can't miss by a yard and still have it register like in Halo 2. When you want a headshot at all, the game isn't gonna move your reticule nor the bullet for you.
HPC still has bullet/projectile magentism and imbalanced weapons (FRG? Banshee? Srsly?), but a slayer game in Rat Race is still far more skill-based than anything in Halo 2.

Also, I was wondering what PC game you would suggest for gameplay and for skill and for numbers playing?
UT '99 still has a ridiculously active community for a game that old. Last I played it, there were over 1,000 servers and over 8,000 playing. Counter-Strike Source is another. After the additional Source features are released, it should see a boost in popularity, but it's already more alive than many games anyway. And, of course, Team Fortress 2, which is pretty much the king of competitive team-based FPS games.

Is this ^ what makes console shooters > pc shooters (good pc shooters anyway)
Console shooters are subject to the noobification brought about by Halo 2. PC is and will always be the best platform to play FPS games on. They'll always be the most fun, the most competitive, and the least likely to ever make it onto an MLG circuit for fear that players from established PC leagues will waltz in and pwn their silly little "pros" who never learned to aim for themselves.

Even then, if you want a good PC game, get CoD4 or Bad Company 2. They have loads of people on and gameplay is fun and competitve.
CoD4 is NOT competitive. Hell, it's more luck-based than Halo 3. But it IS a better game, because unlike Halo 3 (or H2, for that matter), it doesn't pretend to involve skill. Infinity Ward made a fun-filled combat riot, and they know it. That's why they made a rank system that reflects time played more so than "skill."
Ahhh, thank you. btw, I meant to say PC shooters > console shooters. Also, would you recommend UT over Halo CE?
