This is a RETICULE, and that is a RETICLE. I'm using the latter to aim. And what are you using?
Just start a new campaign by selecting 'Prepare to Drop' on easy or whatever difficulty you like. If you're just rushing through it for the Good Samaritan achievement, playing on easy will speed the whole process up considerably.
Play through the campaign normally, but while playing as the Rookie, do NOT kill a single engineer. If you're fighting groups of Covenant that have an engineer tag along with them, just ignore the engineers and kill the other Covenant - or avoid them altogether. Eventually, usually after killing the last or the highest-ranking Brute of a group, the engineer will blow up seemingly by itself. This does not matter and doesn't prevent you from getting the Good Samaritan achievement.
When NOT playing as the Rookie but any other ODST, you can kill engineers left and right if you want to without having to worry.
The map you mentioned is actually used for getting the opposite achievement, Naughty Naughty, which requires you to kill at least 10 engineers while playing as the Rookie. To get that achievement, which is most easily done after having completed the campaign, select Replay Mission 'Mombasa Streets' and search the city for engineers. However, there are far more than just those 10 engineers around, and it only took me about half an hour to get that achievement. Some engineers are in the inner courtyards of several buildings, but most of them I encountered accompanying Covenant groups on large city squares - and not necessarily at the locations marked on the map.
Engineers are easily killed if you hit them with an overcharged plasma pistol shot. One hit = dead engineer. However, they don't die right away but will first float upwards and then blow up. Since engineers will self destruct if you wipe out the Covenant group they're tagging along with (see above), it's best to ignore the other Covenant and go straight for the engineers. Of course, doing this on easy difficulty is probably a good idea.
If you've got no plasma pistol with you, other weapons work as well (especially flame grenades). However, even on easy difficulty an engineer can take a lot of damage, like four hits from a sniper/beam rifle. But if you've already unlocked a few weapon/supply caches, you should have easy access to enough sniper ammo in addition to the plasma pistols dropped by grunts and jackals.
