Alright so first let's remember the dead Elites you can find in the city. I will list the missions in chronological order to help you better understand the changes I would have made to the game.

Tayari PlazaYou will encounter and fight enemy Brutes and Elites both working together.

Uplift ReserveYou will encounter and fight enemy Brutes and Elites both working together.

Kizingo BoulevardYou will encounter Brutes and Elites fighting against each other, the Brutes working with the other Covenant species to exterminate the Elites. Both sides fight the humans.

Alpha SiteYou will encounter Brutes and Elites fighting against each other, the Brutes working with the other Covenant species to exterminate the Elites. Both sides fight the humans.

NMPDYou will encounter Brutes killing Elites, no other Covenant. The Elites and Brutes are both fighting Buck and Romeo.

Kikowani StationA squad of Elites help the ODST's steal a Brute Phantom, the Elites fly the Phantom and help the ODST's escape the city, when Buck tells them to turn around.

Mombasa StreetsYou encounter every Covenant specie except Elites, who can only be found dead, just as in the normal game.

Data HiveYou do not encounter any Elites until Buck returns with one Elite by his side helping him. You, Buck, Dare, the Engineer, and the Elite fight your way out of the hive.

Coastal HighwayThe Elite gets into the garbage truck with Dare, while Rookie and Buck take the Warthog. Instead of going to an entrance gate, you go to the top of a skyscraper and wait for the Elites and the rest of the ODST's in a Phantom. As the Phantom lands, the Rookie is shot and he is carried by Buck and Dutch onto the Phantom.

If Nothing is impossible then its impossible to find something impossible.

in theory ya it would make for a better game but if you follow the lore of the game the elites didn't side with the humans until the end of Halo 2 when they realized the profits were taking advantage of them, meaning they still hated us when the ODST's got to the planet

This is the only one I like, except the Elite's shouldn't help them fly it.
