Regarding what eliteterebyte said...
)- You can already play as a spartan and elite in Halo 2. You won't be able to be a brute in Halo 3, though, think about it: it's too difficult to make it happen. What are supposed to do in berserking mode (when brutes charge without a weapon)? It will be too hard to control in first-person mode, yet third-person will seem too much like an anti-FPS. Besides, brutes have no recharging energy shields, and they are evil. Elite and spartan now share the same enemy.
)-Bungie doesn't add re-used maps. They change them and rename them, but will not copy them.
)-The pelican as a vehicle? Too complex. You would have to herd the marines into the passenger seats, find a suitable landing site, get them out, etc. And the pelican has no attacking force, unless you count the little turret on the back.
)-How do you know how many campaign levels there will be? The campaign will be as long as the plot.
)-The game could be real long too, you know, not every game series is a trilogy.
)-They tried to fit the Mongoose (dirt bike) into Halo 2; the physics engine wasn't very compatible with it, unless it is in the Xbox 360. Besides, the mongoose has no defense, one seat, and no weaponry.
)-Helicopter? That would be kinda hard to maneuver while brutes are generously showering you with plasma grenades...besides, why have a helicopter in the game when marines could drive pelicans, which are almost the same?
)-Why drive a boat when you could ride a gondola, or fly over it with a fuel rod cannon-equipped banshee?
)-Why do you think they are called *stationary* turrets? Although the grunts could do this in Halo 2, the green grunts would have no unique-ness if we allowed the chief to carry them as well.
