I think your question or point does carry some weight. We can contribute the notion of it being boring to a few things.
First, lets face it, it's a three year old game, for some halo 3 will feel pretty dated. Which is fine, that's just personal preference.
Secondly, while bungie had done their best to keep the playlists updated, the year long string of having hostball every month, living dead and RR (sorry RR I still love you but you've not been updated since Halo 3 came out) really killed double xp weekends. To those of who enjoyed those gametypes for the double xp weekends, again good on you it's personal preference and nothing more.
Third, This was something I suggested many, many months ago but it fell on deaf ears for many reasons. Change the weapon, equipment and vehicle spawns on the default maps. I never suggested replacing default maps, just give us one or two variants that were some how subtly different than their default counterparts. Simple not drastic changes such as switching out different weapon and equipment placements would change how many of the maps played. Some people felt it was redundant or couldn't get it through their heads that the idea wasn't to replace the default setups and as Shishka said, players don't like change. Simply put just switching out weapons, equipment and vehicle set ups could have breathed new life into some of the playlists. Your millage may vary on that.
Lastly, Maptionsack was never really given a chance or just implemented poorly from the start. The long since closed ATLAS group could have been a great benefit to the community. We should have had an entire playlist of nothing but community made maps but we didn't. My biggest issue with maptionsack as double xp is the same as rocket race the maps in maptionsack have (as far as I know) never been updated. There are user made maps developed with certain gametypes in mind yet other and at times completely opposite gametypes shoehorned into them. The result of which made the map appear to be either poorly designed or just didn't play well. My issue with rocket race is similar there are some great and even outstanding user made rocket race map variants out there that never got a chance.
Those are just some of things I see that could have drastically extended the life of halo 3 but come on a three year run is pretty damn good and halo 3 like halo 2 will last for many more years.
TL;DR: There are multiple reasons that halo may feel bland and dull to some players three years after it's release.
