The "Best Weapon" depends on the player's prefrence and skill.
In Campaign mode (Legendary) I have used multiple combinations of weapons effectively.
Also, what level you play can also effect your weapon choice. Here is a list of my own favorites:
1) M6D and Plasma Pistol : I use this combination of weapons the most throughout the game. The M6D should become one of your best friends. The M6D kills Grunts and Jackals with one shot if you hit their head. You can do this with Elites once their shield is gone. One shot to the orange spot on the Hunter's back or his stomach downs him for good (If you want to go for the stomach run backwards as he charges and shoot him when he exposes his stomach during his strike. If you didn't get him don't worry cause the strike will miss if you keep moving backwards. Just don't back into anything...) A charged shot from the plasma pistol can knock out and Elite's shields & render him vulnerable & dazed for a sec. This is the opportune moment to pop him with a single well placed shot to the face. Or you could go with my favorite, chuck a plasma nade on him and watch him get pissed before he explodes.
(Exceptions are levels containing the Flood, which everyone knows that the shotgun is the only way to go. And levels such as T&R where you get to use a sniper rifle.)
2) AR and Plasma Pistol : Once again you shold use a charged plasma shot to disperse any shielding off of Jackals and Elites. Then mop up with the AR.
3)Plasma rifle: This is a great stand alone weapon. It is powerful and fast and can knock out shields well. It works well in conjunction with other fast firing weapons (AR and P-Pistol) because it allows you to switch and continue dishin' out the pain.
In multiplayer, the M6D rules all. With shields, 3 shots to the head and your target is neutralized. Without shields , one shot to the noggin' and say goodnight.
It also acts as a great anti-sniping weapon when you are being shot at by a sniper. If you hit the sniper while he is in zoom the shot causes him to zoom out and leaves him vulnerable for you to erradicate. When I snipe I keep the pistol at my side in case I come face to face with another sniper.
One should not overlook the frag grenade, as it can turn a group of Grunts and Jackals into shrapnel fodder. It can also be bounced around corners and into rooms, confusing and emaciating your enemies.
Once again I state that the "Best Weapon" is a matter of preference and situation.
No matter what weapons you use, the only thing that really counts is if you get the job done.
So if you like taking down Covies with the AR, don't take any -blam!- from criticizing players as long as you use the gun well. So have fun and try finding you "Best Weapon" so you can totally own your opponents ass!
