In Halo 2 his entire dialouge consisted of stupid one-liners and in Halo 3 he basically said nothing.

But in Halo 1 his actions and lines actually say something about him. He felt more HUMAN. Remember him interrupting Cortana and Sparks' squabbling? It showed he wasn't always calm and cool, he could get angry. We saw nothing like this later on in the Halo series. And then him patting the marine when he was on the lifeboat showed a more compassionate side to him.

So i'm bascially saying he seemed alot more like an actual person with emotions in this Halo while in the rest all he did was shoot things and say random statements.

I was thinking about that and I do agree with you. And him being reunited with Cortana in Halo 3 was also pretty emotionally awsome.

Hell, maybe Halo 1 didn't give him the most defined, maybe Halo 2 just failed to.

Halo CE and Halo 2 showed the most of his personality, Halo CE showed his compassion towards the Marines and his loyalty to the UNSC; Halo 2 was about developing his relationship with Cortana as the game progresses to make her sacrifice more emotional for the player and the Chief himself.

Good observations there, OP. We all know the quintessential MC line of, 'I'd rather not piss this thing off,' but there was a ton of quiet in 2. Maybe it was a thing of, what can be said ? My personal highlight of MC's smarts and handle on the situ was in 3 where the Prophet broke in on their coms. 'Does he always mention me by name ?' It kind of clued everyone else in and highlighted his understanding.

He didn't even do anything when she died. I agree with the OP. Silent Protagonists are lame...
