Would it be possible for bungie to push halo 2 out as a xbox 360 game? I'd buy it in a heartbeat for the online play (XBC sucks)

No, it would not. Bungie has "Lost the Keys" for it, didn't you hear? Basically, (to put it in simplest terms,) they went with a completely new graphics generator going from Halo 2 to Halo 3, and now they went from a new one going from Halo 3 to Halo: Reach. When doing this change, all material from the older engines are disposed of due to the fact that it is virtually impossible to work with on the newer models. (To put it plainly)

I think by 'keys' they meant publishing rights, as in they lost them to Microsoft. As for having the old material, that's probably stored in a source control server at Microsoft, or in Bungie's archives. They couldn't have trashed the source files due to this update:

Clearly, Combat Evolved's source is still available and they have access to it if they can pull stats like that, and Halo 3 clearly hasn't been trashed. They even said in an update years ago that it wasn't a simple job of cutting and pasting content from an old engine into a newer one, but that said content could be rebuilt for the new engine. As for the 'unknown' on Halo 2's UI screen files, I can only guess that Andrew Davis didn't have access or the time to look it up. In addition, Bungie did push a patch for Halo PC when they became a LLC after they parted from Microsoft, demonstrating that they do indeed still have their old sources and it would be logical to assume that they or Microsoft still have the source materials for Halo 2.
