Because they knew they didn't need a bloated weapon selection. Halo 1 succeeds in many different areas because of its simplicity.
Halo's 2 and 3 have a LOT of weapon redundancy, and many of the guns feel just about the same to use as each other, and it makes each individual weapon feel a heck of a lot less meaningful. Much of the time the games become more about having a "more powerful" weapon instead of a "more adapted to what you're doing" weapon.
