If you start asking, "Why would you build under sea level? you have to take a look at many places that are at some natural disaster risk. I'll only mention a few, but there is hundreds more. San Diego, CA: earthquakes (horrible one happened just before we moved there in 91 (I was only two)); Seattle, WA: Volcano (remember Mt. Saint Helens? Theres another active volcano even closer to Seattle); anywhere in "Tornado Ally": Tornados, self explanitory; anywhere near FL, GA, and LA: hurricanes. In fact, anywhere you go there is always some risk of a natural disaster, some places more than others. NO is just one of those places. It's like saying, "Why the frick would you build Seattle under a volcano?" Or better yet, "Why would you build Hawaii ON a volcano?" You have to know the risk and be willing to take it. NO can rebuild, it can be fixed, but theres allways that risk, and people are going to be willing to take it. Now why build it in the first place? I don't know. Why build New York where it is, why build Huston where it is, heck, why build Sumter where it is? There is a reason for everything, positive and negative, and it will change people, for good or bad.
