I don't run ATI anymore, but an obvious solution to your problem would be to roll back to the previous drivers that were working. If it aint broke, don't fix it. ;)
Also, I've heard there are new beta drivers out. Might give those a whirl, but of course you do that at your own risk. Make sure you follow the install instructions. In fact, if you re-read the install instructions for your 4.7 version, you may find that you skipped a step. Display Adapter drivers can screw up if you don't uninstall the previous drivers before installing the new ones.
Try this:
1) Uninstall your ATI drivers, then reboot when it asks you
2) Don't let Windows auto-install a driver upon restart
3) Reinstall the 4.7s.
4) Any Change?
