Can't be too careful with your company. I can feel the devil walking next to me.
ODST wasn't the best Halo game made, and some even say that it was the worst. Why? I've kind of been wondering that for a while, mostly after Firefight became stale. I think I've located the issues to a few points.
1) Scale. New Mombasa is huge, but the space we are given to fight in is smaller than Outskirts/Metropolis from Halo 2. The city feels smaller than the explorable area that Outskirts provided. Also, in Halo 2, there were minuscule little things that could make an environment more... fun.
2) Environment. We all wanted to play in a city environment, since those Halo 2 days. It was fun because the city was vertical as well. In ODST, there are hardly any platforms or overlooks that you can go up on and explore. The environments were got were cramped city streets that made no sense.
3) Dynamic-ness. One of the things that make Halo 3 Campaign fun to play is how dynamic it is. What I'm saying is that the enemies don't always do the same thing. There may be times, the brute drops a bubble shield, or next time he throws a power drain. In ODST the enemies do the exact same thing every playthrough.
4) AI. Needed super improvement. Examples: Buck on the highway, enemies doing the same thing, allied marines shooting the instant they see an enemy, enemies knowing right where you are.
Those are just the points I can think of immediately while writing this. There were more, but my focus got the better of me. I'll end with this: Personally, if I had the tools that Bungie had, I feel that I could have made a better ODST.
