I've had phases of moods pertaining to the game.
When I first bought it, I was super happy and loved it because of hype.
Then I finished Campaign, did Firefight, and suddenly hated the game a few weeks later because it was so short and dumb. I never wanted to play it again.
But after playing through on Legendary, actually exploring New Mombasa and understanding the story, I felt pretty good about this game, ignoring the fact it was short, but rather enjoying the game's colorful campaign, even though it was set in such dark times. I started to understand that even though Bungie had a year to make a game under the hand of Micro$oft, who called the majority of shots, they managed to pull through and make a game with what they had while also testing the transition from Halo 3 to Reach, and then they even threw in the Mythic Disk to make it avtually worth $60.
I now thoroughly enjoy playing this game, love doing even the most unnerving achievements such as Endure or Deja Vu (I recently helped a group of people with Deja Vu today). I play ODST when others would quit and switch to other games. I may not be the person who plays it a lot, but at least I still play it.
In short, you should buy it. Ignore the short campaign, then enjoy the fun of the game.
