You mean the person that is running the server? Then yes, this has been answered. A player running a server doesn't need to worry about ping or lag. Since this is a server based game, and not a player based game, any player running a server will have an advantage over people joining him, as it takes no noticable time for his actions to translate into the server and to your PC.
You'll also notice this when ping is widely different between players. A player with 200 ping, no matter how skilled he is, will be at a disadvantage against a player with 60 ping. Even if they both fire at the same time (respectivly) the player with 60 ping will hit (as in the round from his weapon will leave the nozzle and strike) the opposing 200 ping player before his opposition. In some cases, you may both fire at the same time and one player NEVER gets a shot off...as far as the server is concerned. this translates into the "WTF! I hit you!" mentality.
