I don't understand what you mean by Halo 3 and Halo Wars being in XBL Arcade. Those are full-priced 360 titles. They are not available for download.
Halo: Combat Evolved was added to XBL Arcade because it was an old game and Microsoft figured that there weren't too many copies left of the original Xbox title for retail.
Halo 2 has presumably not been added to XBL Arcade because of the game's online multiplayer component. Microsoft would have to go in and re-write much of the netcode to make it playable. Actually, I'm not really sure how that works, but I'm pretty certain that they'd have to make some modifications now that the original Xbox Live service has been discontinued.
