It can do one hell of a lot.

It can:
* Slow the 'frame-rate' right down, [b] almost [/] like 'bullet-time', more like 'lag'
* It can stop the Covenant from loading properly. It can range from them not loading at all, to loading them with no weapons.

I know that's not much of a list, but its all I can think of (and the only ones I have experienced myself, so they are all genuine).

if you kill you and your partner (obviously in co-op), loads and loads of times, the bodies and the guns of your previous MC's will create an 'Object Overload'. If you do this near a checkpoint area (takes a bit of studying) then the XBOX can't handle the task properly. It needs to load up all the enemies that appear in the next zone, but it also has all these weapons it needs to remember (posistion and state). It usually picks the weapons, making a decrease in 'frame-rate' and can result in certain aspects of the enemy not loading properly.

So far I've had a Grunt, Jackal and Elite without a weapon and some missing Hunters.

Just do it about 20-30 times, its bound to do something.
