It doesn't matter how much experience you have, it matters how much you've won and lost in that playlist, and how consistently you can beat players higher level than you.
I got to 43 in lone wolves when I first started playing, then lost a ridiculous amount of games and went back to 39. Much later, when I became a better player, I went up 6 levels to 45 in one night. It took about 6-7 1st places games per level up, and any time I placed in the bottom 3, I'd have to place 1st to offset the loss and 1st again to gain ground in order to level up.
The bottom line is, to level up, you have to consistently beat people under you, and consistently beat people higher than you. If you don't do both of those things, you won't level up. But you're not locked in place.
