The reason why modders and programmers never bothered with Halo 2 Vista because, in their minds they saw Halo 2 and H2V as waste.
ShadowSpartan's (zteam) words may be evil, but it's truth, any games that come after Halo Custom Edition is a waste to the Halo modding community, that is why they (not just zteam) won't bother fixing map creation for Halo 2 Vista.
They do know how, but the scale level of care is like this -10.
-10 being that he attempts to flame anyone supporting H2V through posts and -reputation points.

Nothing will change our minds, unless the game gets an overhaul. Reach on the PC is way more likely than that.
We all want to see another Halo game come to the PC. If it's decent, we'll move onto that. We talk constantly about wanting to move onto the newer, better engine. We HATE the limitations of Halo CE.
So why don't we improve Halo 2 Vista? Because it's too broken to fix. You have absolutely no idea how many problems that game has, and how it's not even remotely worth the time or effort to fix. Sure, we have limited tag extraction tools, but it's extremely difficult to be able to rip tags into a working form. The H2EK Guerilla isn't a help at all when it comes to invalid/broken blocks in the tags, unlike the HEK for Halo CE. So, finding and fixing problems is almost lucky guessing, and you don't even know if changing one thing will fix break another.
Now, say we have working tag extraction, and a full set of GOOD tags was released (unlike the ones shipped with the game which are corrupt). What can be done with them? Too much code was stripped from the editing kit which would make thing we do in Halo CE impossible. This is the same reason we can't do recorded animations with Halo CE, or the reason we can't improve the netcode. All we'd be able to do is make simple multiplayer maps, but we can already do that well enough with H2V.
The actual game is impossible to modify as well. As you may or may not know, if you attempt to modify the game in memory at all on launch, it will say that the exe is corrupt. This makes anything like OpenSauce impossible, since there's no way to change the way the game works. You might be able to make small memory edits, but OpenSauce doesn't and CAN'T work that way.
The problems don't just stop there, however. There's also the problems with multiplayer in general. Why support a game which is literally BROKEN? The server browser sometimes doesn't work, the dedicated server sucks, you can't ban people, it's WAY too easy to cheat, there's no rcon, you can easily spoof a Gamertag, you even require a dedicated machine to run a server.
So shut the hell up, because your constant whining about how you think we aren't doing anything to save this community is pissing me off. I didn't understand why the other members were jumping down your throat, but now you're really getting to me with your ignorance. There's a reason (actually several) that our Buyer's Remorse letter is a whopping 9 pages long. It's not that we're selfish. It would be like giving a heart transplant to someone with lung disease and an inoperable brain tumor.
