I think if someone is a playlist general with a 50, shows dedication to the playlist, and it generally means they understand how to play. If they got the majority of their experience searching outside of a team of 3 or 4, they are usually much worse compared to a player who gained their EXP searching with a team.
However, if someone has a playlist general and doesn't have a locked in 50, to me it means they are bad, and can't adapt. I was helping a friend get a 50 in slayer today, and we encountered legitimate level 30 playlist generals. I don't understand how someone can't learn how to play, even after all those games.
As it goes for social playlist generals, they generally are extremely bad, as it shows they don't venture into ranked playlists and actual competition. There are some exceptions, but these players generally have multiple 50s, and a social general in BTB. However, I find the players who don't leave their social playlist to be extremely bad, as they never face competition.
So, what do you think of playlist generals? Remember, this is just my opinion, take it with a grain of salt.
I have just gotten to know the fun that is SBTB and I am going to play that until Reach because ranked is torture with all the IP Flooders and Aussie Bridgers who think they're good because they cheat to win. I really stopped caring about ranked about 1 month ago and Bungie nevers cares about cheaters so now I get a group of friends and we go into SBTB and dominate "all the so called I don't care about ranked kids and and I love ARs and all that jazz and dominate them" and I lol every time that I get message from them nerdraging about why I don't play ranked but then again its their fault I'm playing social BTB because they F**cked up my dubs playlists by requesting garbage AR objective gametypes like oddball on ghost town and I do veto but the other team never does.
