First of all, if you are going to complain about something, get your facts straight. Bungie isn't the internet creator, thus they aren't responsible for connectivity issues.
Thats like saying "Toyota didnt invent the road, so dont blame them when your car slips off the road when they fit metal tyres" ... of course Toyota dont fit metal tyres, they understand the dynamics of the medium they are dealing with.
Bungie knew (or should do) the dynamics of internet game play.
And this was the internet of old, it has improved for most over time.
Given bungie pushed the improved net code - and a focus during the reach beta on netcode - kind of says they at least realise thier own shortcomings.
May shatter your world ... but they make mistakes.
Wow, that's not what it's like at all. You have no clue what you're talking about. TCP/IP code is already pushed to the limit of efficiency, matters such as Select(), epoll() etc. only make a noticeable difference on large-scale servers. When you only have 4-16 connections, it doesn't even matter.
Reach seemed better because
1. There was a much bigger population per playlist, so you were getting hosts who were closer. The player selection process was able to be much pickier with so many to choose from.
2. Hitscan makes shots more consistent.
You would still lag like crazy if you got a Mexican host, you can't just magically make packets go faster than is physically possible. The thing that makes the biggest difference is the Internet topology and the routes taken, which Bungie has absolutely no control over. All of that is handled at a much lower level by the nodes themselves.
