Here's the problem with the "only shields" thing -- it removes the strategy from the game. The added tactic of choosing either an anti-shield or an anti-armor weapon made the game more challenging and fun. Also, the shields forced players to continue their onslaught until they had atleast damaged their target's health, or risk their efforts become vain. It was great the way it was. That is why I believe the health is still there.
