I don't think it's fear right now. I think it's control. This particular fight between new machines is going to be rough (well, both mavhines will probably do fine, with MS making up a bit of ground on Sony... but unless one machine burns people's houses down it doesn't seem like there will be a huge change). But companies, especially one's owned by the big two, are going to be holding their cards close to their chests so that they can make the most of their announcements.
Let's say that Bungie's next project is Halo 3. This is going to be the big card in the next gen wars (at least in the U.S.). But let's say it's not going to be ready until late 2006. Do you announce it now, knowing it won't be a launch title where all it does is take the buzz away from Gears of War, etc.? Or do you save it for after you have basically sold all those pre-sales, to try to grab at the next wave of consumers, stealing a bit of the PS3's thunder?
Or again, it may be the fact that they want something to show off(trailer,screenshots) before they announce it. If they announced it now, there would be an uproar on the forums about how we are "demanding" a screenshot.
