Saying 'sorry' for modding won't get you unbanned. Nothing will get you unbanned. Hence a permanent fileshare ban being permanent.

You won't, gladly for you, be banned in Reach. However you will be put on a probation. But if you screw up again mate, you may get worse than a mere fileshare ban.

Sorry Step, but you asked for it uploading Modded fileshares. But hey, I do think it's a little un-fair, as most players don't know that they're not to use those fileshares (especially the casual Halo 3 player) they see it, think it's cool, funny whatever and upload it not knowing the consequences. I think it should be a little lighter to first time offenders.

Yeah bungie is hella harsh with the banhammer. Try modding in CoD, there are absolutely no consequences.

Well you can always write into Bungie and say your sorry in like a 1 page story and have them post it on the front page and have EVERYONE laugh at you might get you unbanned.
