my theory is that the legendary planet is the forerunner homeworld. ok it sounds lame but there is a lot of evidence. first, the symbols show that the planet is no doubt forerunner. next, in one of the halo 3 terminals on legendary, the AI Mendicant Bias (which protected and assisted the chief on the ark after he is relieved from the Gravemind) said directly to the chief"Atonement.
And so here at the end of my life, I do once again betray a former master. The path ahead is fraught with peril. But I will do all I can to keep it stable - keep you safe. I'm not so foolish to think this will absolve me of my sins. One life hardly balances billions.
But I would have my masters know that I have changed.
And you shall be my example."

This shows he probably had something to do with where the chief ended up and that he sent the chief somewhere to prove to his "masters" he has changed. Also, in the halo legends episode "origins" the Unidentified Forerunner Planet, a Forerunner colony, is indeed the Legendary Planet.you see what looks like the Forward Unto Dawn drifting towards the planet, and Installation 00 orbiting a rocky, brown moon, which in turn is orbiting the planet in question


some other of my theories is that it is the planet Reach, becasue the last chapter of the game is named "Full Circle, and Halo one starts off with the chief leaving reach and climbing out of a cryo pod on a frigate. Also, It is possible that the covenent inscribed forerunner symbols onto the planet when they glassed it. Also, there is a formation on it that looks exactly like the lake on reach that must have dried up after it was glassed. this theory is highly unlikely tho.

Another unlikely theory is that it is the shield world onyx. It would make sense because it is forerunner and it would ultimately set up an awesome storyline for Halo 4 with the Chief reuniting with Mendez and Dr Hasley and some fellow SPARTAN IIs and SPARTAN IIIs

This is similar to the theory I proposed - and have been trying to convince people of it for about 2 years...

My theory is that it's a planet the Forerunners fled to once they reseeded the galaxy of life in the aftermath of the Halo's firing.

Anyone who thinks the Forerunners all died are wrong. They had loads of Shield Worlds - which most of them made it to - and after the Flood was dormant, the galaxy safe, they left their Shield Worlds and reseeded the lives they'd catalogued over the final years of the Forerunner-Flood war.

They then passed down their Mantle to humanity (making them Reclaimers and giving them the ability to use their technology) and exiled themselves from the galaxy for their failure to protect and uphold the Mantle - they sought a peaceful place to co-exist and follow in the wake of the Precursors.

Further proof:

You don't know the contortions I had to go through to follow you here, Reclaimer. I know what you're here for. What position do I take? Will I follow one betrayal with another?

You're going to say I'm making a habit of turning on my masters.

But the one that destroyed me long ago, in the upper atmosphere of a world far distant from here, was an implement far cruder than I. My weakness was capacity - unintentional though it was! - to choose the Flood. A mistake my makers would not soon forgive.

But I want something far different from you, Reclaimer.

The bolded parts are the important bits. Bias betrayed the Forerunners during the Forerunner-Flood war, he joined with the Gravemind and went rampant. During the 100,000 years of living on the Dreadnaught, he became meta-stable (the stage where an AI is a true person) and wanted to prove to the Forerunners he has become good again.

He tells the Chief, "and you shall be my example". A previous Terminal states that he infiltrated the Ark's slipspace portal and has control over the destinations. Putting 2 and 2 together leads me to believe he's sending John (a Reclaimer) to where the Forerunners currently reside in order to prove that he's changed.

yes exactly that would make perfect sense, but the only flaw with both our theories is that they leave little to no room for a halo 4 or any conclusion. Ive heard rumors that halo reach will give us a hint as to what planet it is. I'm not sure how that would make sense though.
