Great idea under the current system BUT - The Chapter System was originally intended to get people in local areas together for LAN parties and just plain old hangin' out.. I just hope we can identify the 'Bad' Chapters and set up a safety net somehow....

Maybe there should be a clever system that checks all chapters' activity logs (even if they don't have them on the sidebar) and those that are inactive are highlighted for bungie staff to take out.

I confess - if one of the new tools is the ability to make your own banner, then I'd create a chapter and turn it into a personal website.

Vacation is generally 2-3 weeks at most -- If you go 2-3 MONTHS without any updates, then Pfft-- Gone.... No real excuse for that.

guys... calm down... first: as to the spam/ bad member thing; bungie cannot control that. that's why they have founders. a good founder or staffmember would blacklist an offender.
second: as to the glut of chapters; that is nothing new... I myself have two chapters immense in badness I wish i had never created, and since it is a fair bet that such chapters will get the ax, im guessing that will stay about the same.
third: as to new people creating chapters and advertising: NOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO!
okay... i overreacted... but half of the new people now cannot make an intelligent post, and now they'll be spamming and running chapters too! very scary indeed.

3. The reopening of the ability to create chapters. This is the most fear instilling thought. New people everywhere will be creating chapters. I'de say 90% will probably be crap. Filtering through chapters would be pointless to find anything worthwhile. Plus all of these new people would be trying to recruit. Not cool.

... Whoa! I must've missed something... The ability to create chapters is reopening?! I didn't even know that feature had been taken away!

Just wondering but can a chapter change founders say if one quits, leaves and goes far away, or get sick and die? How would that be done if a chapter needs a new founder?

But if you used the chapter even for your own personal site it would still be Bungie or Halo related.

Yes I would create my own chapter. However, I only want a chapter so I can find other people in my area for LAN parties. I would've just joined an existing chapter, but they are all inactive, not in an easy driving distance, or speak a language I don't understand. If someone beats me to making a chapter in my area, I'll join that one if possible. As for advertising, I'd likely go with word of mouth with a few friends I have in the area. Besides, you don't have to read all of the chapter ads.
