My guess, conjecture or whatever is that the good Dr figured out or some form of it that there is a great form of Forerunner tech in the middle of nowhere but the good Col. was to busy being a jackass. She might have deduce that the forerunners last "known" base od operations might be earth but took their left over civ with them a long long long time ago. A few stragglers left and started the story of Atlantis. All the great pyramids in the world must've come from one central place and all the lil landmarks around the world were from the Atlantis.
What better way to use space then build a pyramid that you cant crack and still remind you off all your civ did before they left for place unknown or a whole new galaxy.
Also the reason everyone and their mother seem to be able to make quick use of the enemy tech is because it use to belong to us or should i say our technological past. Its been said that we are in the 5th age of man. We get so smart we catch up to the previous age then realize 'oh last time we didnt do this or that, let us try them now.!' So the forerunners were trying to come up with a new way to enhance their life expectancy and dna adaptability so that they can live on different planets with different environments.
And i think in Halo 2 the reason we go from place to place is because we are following a big clue that was so blattamt it took a covenant attack on our homeworld to make us realize that we are all the legacy of some alien race hell bent on creating the perfect species
