P.S. i think i posted this in the flood but it lagged up so i closed the window...its not showing up so i dont think its there if it is just lock both but please give me an answer

If they like it, they'll accept it. Of course, it requires a long wait. A very, very long wait.

No. The thememasters each designed one each of the current themes. Don't try and be smart, it doesn't suit you...

I'm certifiable.

Fans can create and submit avatars and new themes (aka "group skins") for approval... there's a sticky up-top describing where and how to submit themes, anyway. Avatars go to the same place, need to be 90x90 pixel GIFs of less than 20kb and Bungie-themed in some way.

All of these aren't considered "custom", because if they're approved they go into the general pool of available avatars/themes.

Custom avatars are awarded to those who've helped out on bungie.net or are employees of Bungie. Due to a whole bunch of reasons mainly involving the number of members here, we can't realistically handle anything more widespread than that.
