So far the cloaking method as been a win one since it keeps me from having to engage either, but I've heard of a few others who've beaten the mission who were able to get them before hand.
My following post details how to get them to show up and finish them off rather easily.

"You saved a lot of lives today, Spartan." And I took my sweet time doing it, too! I only left one survivor: the Plasma Launcher Chieftain. With Exodus down, I now am at 7/9 and have no excuse not to be playing Pillar of Autumn or Long Night of Solace. Not only that, but I can finally start explaining what I've been talking about with the FRG and Hammer Chieftain pair.

After activating the first missile battery and taking out both Wraiths, you might be planning to go for the second. But then what? You're going to roll the dice and see if you can push that button safely? What you should do is head for the button now.
As you should know, the FRG Chieftain and Hammer Chieftain hang out in that building when you go for the button. What you might not have known is that you can get them to show up before activating the second battery, kill them, and save yourself some trouble in the near future.
Let's begin the explanation: from where you drop off in the Falcon and moving up the path, you should be able to see a stairway on the right side of the building near a garage. That's your safest way in, but mind you that there is a Ghost that will take shots at you when you go for it. You can make it there safely with the Mongoose, but you may as well just take the Ghost out before doing it. So once the Wraiths are dead and you have Cloaking, take your Mongoose and cruise up the stairway and carefully move up the next flight of stairs, paying extreme attention to the door immediately in front of you; this is the door they will come through...but only once you advance far enough toward the room with the button. Notice the seven plants on both sides of the doorway? These are what will help you identify how far you need to move to get the Chieftains to enter. Proceed at an angle at the plants on the left until you're just about right up near the middle plant. Right about then, you should hear the door to the right open, as well as the door to the button room. Immediately backpedal to the right of the door and cloak yourself. The Hammer Chieftain will run out first, followed by the FRG Chieftain.
Don't jump the gun, though. Once they exit, they won't necessarily go to the same place every time. Wait to see where they head. Most of the time, the Hammer Chieftain will enter the door to the left of the stairs and the FRG Chieftain will enter the door to the right of the stairs and they will stop inside the button room, looking out at the battlefield. Other times, they will head past the doors and stop there for a few seconds before deciding to go in to the button room, however one of the Chieftains will usually start backpedaling past the doors instead.
Depending on what happens, you might get to assassinate one and then have to find the other in the button room, or you will have to go in after them. Let's discuss their location inside the room. The Hammer Chieftain is to the left of the button and typically will not notice you standing in the doorway, however sometimes he stands right near it, so if the door isn't closing, he's probably standing by it. The FRG Chieftain stands to the right of the button and has two directions he will look in, adjusting every now and then. He is close enough to the door that he will likely spot you if you look in there, so make sure to cloak yourself before you enter.
While cloaked, crouch-walk up behind your intended victim (prioritize FRG Chieftain over Hammer Chieftain) and assassinate them once you feel you're within melee lunge distance (it's further back than you'd think). Now you're no longer cloaked while assassinating them, which is unfortunate, but...the Hammer Chieftain is rarely fast enough to notice. For the most part, by the time you exit the assassination animation, the Hammer Chieftain will be startled and you'll have enough time to start running and firing with a Plasma Pistol (I neglected to mention you should bring one). If you're lucky, though, he may not even notice you when his pal dies and you could potentially cloak and assassinate him, too.
Fighting the Hammer Chieftain is more akin to the earlier tactic we'd use against Halo 3 Chieftains; drop their shields and start going for headshots. Of course, these Chieftains aren't as resilient. Two nearly Frags or two sticks can kill them.
