Ok I found it.
OXM, June 2003
Pg 25: "UNDERWATER DREAMS: The first time we ever saw Halo (on the PC) it featured realistic underwater physics... Will sea be added to land and air? Bungie won't say a word, but we can still dream. Glug."
Pg 30: "GLUG: Mike Salmon trickily asked Bungie's sound department what bullets sounded like underwater. They said "awesome," then got chastised for saying to much."
Considering you could go underwater in the original Halo this isn't saying much. Bungie is trying to include both sound and visuals for every possible situation, even if it's not where we're meant to go. I also hope they wouldn't make any big sections requiring you to go underwater, there would be no point and could ruin the level and downgrade the game (just look at Ninja Gaiden). Being in the middle of a narrow river you were crossing could be cool, but anything more than that would be pointless.
