You're not the only one who thinks the HCE music is the best.
The soundtracks of the other games work better as independant items, but HCE's works unbelievably well in-game. Tracks like "The Gun Pointed at the Head of the Universe" work crazy awesome in their places in-game. It's just, well, upbeat and brilliantly integrated.
Also, the sound balance is almost always great.
As for Reach...it's score is absolutely beautiful, but I disagree that it's much like HCE's. In some ways, I think it works as well in-menu and in-cutscene as any other game of the series. This having been said, it's finicky in-game. In particular, on the second level, there were places where the sound balance between it and the combat was absolutely awful. For all the supposed usefulness of the striped room, some things just don't seem to be coming through all that cleanly in-game. I'm considering blaming oversophistication; it's a well-known fact that HCE's sound system is simple as heck in comparison to Reach's, which I think may have meant that, while it wasn't as manipulable, there were possibly a heck of a lot fewer ways to screw up. Simplicity is often a good thing.
