I have compared Halo 3 to CE. Just not as much as I do with Reach, which is more related, being a prequel and featuring similar weapons, physics, etc. and therefore requires more scrutinizing. However, just because Reach has some assets of Halo (weapons, vehicles, characters) doesn't automatically mean that it is a Halo game. I consider it half-Halo. Getting kills are not nearly as satisfying.
Now the reason why I brought up Reach was because I became intolerant of (gave up on) H3 since the third week of February (so it's been about 5 weeks) and I almost preferred Reach (due to my CE purist tendencies). Now I dislike them both although I have reconciled with both a little.

Elite Ultra's are indeed an honorable opponent. Along with, the other higher ups in the Covenant Army,Such as-I never said they were honorable. I think all Elites in Reach play dirty. Ultra Elites just aren't cheap, that's all, despite having powerful shields. They are much more easier to handle than even Elite minors as they like to throw grenades, berserk, and stand in place firing.
Reach zealots aren't honorable. At all. They aren't even the field master Zealots we see in CE and H2. But yes, they are quite an adversary although I have yet to face them in person. I've only watched videos although I do hope to find strategies to reduce their challenge to the point that they are Grunts, nothing more. I like how they succumb to Hologram but this is all but too often.
Reach Generals can never replace Goldies. Elite Rangers seem to live up to their role. I have nothing to say about Reach Spec Ops Elites.
As for the rest, they are cheap:
Ridiculous how we can't assassinate Brutes once they've seen us. It's like Bungie decided to just switch something off rather than actually improving their cqc.
Ridiculous how Bobs just vanish. There's no active camo like there was with Arby on The Ark. It kills the immersion. If they faded out to camo completely, then I'd believe that they were part of the game. Putting them far from the mission paths (like the skull associated AI in H2) would have been much better.
Of course, that doesn't mean that I don't play Reach at all. I still play, but only on Heroic and lower.
