First off, take any white surface, and polish it up untill it reflects without any diffraction of the colors, you have a surface that reflects all light in the exact opposite angle it struck at, a mirror. by the definition, a mirror is white because it rflects all colors. Take sandpaper and sand a mirror. it will turn white.
Second, black is all of the pigments mixed up, white is the lack of pigments. In light, however, black is an absence of light, and white is all of the colors combined. Take a round sheet of paper and paint red, gree, and blue stripes on it. Now spin it rapidly. it will appear white if it is spun quickly enough and the stripes are of even width.
Third, can you name the three primary colors of light? Can you name the three primary pigment colors? (I'lll bet nobody gets the last one by the time 5 people answer wrong! :) )

Water is a clear liquid. It only changes water when another coloured liquid is poured into on. People may think water is green or blue sometimes because the ground at the bottom has plant life which can be green or also other colours. People may think that water is blue because water can reflect images. And if you see the water looking like a blue-ish colour it is most likely because the blue sky is reflecting off of it.


Note to everyone interested: Check out the Bungie webcams...I am pretty sure someone is playing Halo 2. When I was looking at the top webcam there was a screen with Halo 2 writen across it. Then a minute later the Halo 2 screen went off and a First Person "Halo-like" screen came up. I would suspect that this is some part of Halo 2.

OK, I'll put you out of your misery. The answer is: it's slightly blue.
The pigmentation is so slight that it is only visible in large quantities, hence the ocean being blue. So it's not the atmosphere reflecting in the water - it's the water itself.
