A civilian vehicle maybe, but definitely not a military one: it would in fact be totally impractical as a modern military weapon. The whole purpose of a military vehicle is to not only provide a means of quick transportation on a wide variety of terrain, but to also provide a source of protection and cover to its occupants. The warthog, as you know, is completely open to the environment; it would be a death trap to anyone inside during an actual combat situation. Not only that, but the rear gunner is completely exposed to enemy fire. He would probably be the first to die.
Now, there are certain military vehicles that are open like that (for instance, the combat dune-buggy currently in service with the US Navy Seals,) but as it stands, the HMMWV that is in use now is a much more practical solution.
That triple-barreled .50 Cal chaingun, on the other hand…
