so I was playing in team slayer earlier. Now, I'm not crazy good at halo but I'm pretty decent, I've been playing for about 3 months. I also have a peice of garbage wireless internet that makes me have a bad latency in almost every game unless I select 'prefer good connection'. If you have ever had to deal with bad latency, you should know that it is basically the decider on who wins and who dies. But I was in Team Slayer and my connection was actually not too bad, I am a 16 in TS and we were playing 3 level 5's, who had all only played 25 games or less each in total. I'm pretty good with my BR, but these guys were just crazy. They were out br-ing me almost every time, their shots were very accurate, and they absolutely flogged us. I checked their profiles and they had nobody in their friends list except each other, 3 in total. And they all had the sam xbox gamerpic. When I sent one of them a message saying they were modding, his friend sent me a message back saying 'you just got beat by the modsquad'. Do you think they were modding? And don't say 'you just suck.' because for three people who had probably only started playing that day from their total games, they were crazy good.

People can make new accounts. If they are modders their original accounts might have been banned. If they aren't modders they might have made new accounts to get easier opponents.

Don't be naive. They clearly made new accounts. Cope with the fact your not as good/blame your internet (which ever satisfy's you). Also people love receiving messages saying they're modders, I know I do it, makes me laugh, so I suggest just leave it.
