In real life, if you were reloading two pistols or pistol-like weapons, you would put them in their holsters, find the fresh mags, slap them in, and then redraw your weapons. At least that's how modern combatants reload their pistols when their left hands are supporting riot shields. So, if Bungie was sticking to realism they'd probably just have the guns drop off-screen while you hear the reload sound.
I have an idea for a rather awesome reload animation for the double SMGs, though. It's hard to explain without pictures, but I'll try.
1) The mags are side loaded, right? So first the Chief presses the magazine release button on each SMG to drop the empty clips.
2) He grabs up the replacements with his left hand, holding it on the left side of the left SMG.
3) He turns his left hand so that the two clips (which are interlockable) are now in the middle of the screen.
4) He slams the two guns together, loading both magazines at once.
5) They automatically fold back, pressing against the gun in a cool animation with equally cool "robot arm" sounds.
