I think it's great that another involved member of the Bungie world domini-... ermm I mean fan community is working so hard to do his part.
Heck your probably doing even more than I do......
I <3 your dedication.
I really appreciate that. It's the principle of the matter. I hate cheaters in any situation. Where I work I'm known for nailing people for scamming on their workload to make themselves look like they're producing more than they are.
people who cheat make those of us who don't look less skilled than we are and that just pisses me off.

Indeed. We may not be able to help you, but we can try to perfect any ideas you have untill someone who can help sees them.
I actually sent them to Frankie and he responded but I'm going to go ahead and post them here. If there's an interest then maybe bungie can and will actually put atleast one of the two into play.

Yes, there is. For a start, you can contribute your ideas preferably through this forum- and by all means, offer suggestions and advice to existing ideas. We may not be the ones making the decisions of what this site will become, but we can offer our advise and see if we can help in that way.
The more input this gets the better. I'm not trying to hoard these or anything. I've just seen so many ideas (ranging from good to crap) posted on bungie and I've rarely seen any of them get any real attention from anyone that matters. Infact they usually get responses like:

This Person has no LIFE!
However that is awsome but you need not to worry about modding!
which is exactly what I was trying to avoid. People who post stuff like that either play almost entirely custom games, or they force host so those of us who don't get stuck with the modders.
The two basic ideas I had were simple:
1) This one is the most important and most valuable I believe: bungie should employ the assistance of non payed players whom they can trust to play regularly to turn in modders. When one of these players finds a modder they not ONLY note their gamer tag but who they are playing with and if they've played more than one game with them. They then hit their clan if they have one and pull every gamer tag in that clan and submit every found gamertag in that clan as well as all of the tags that were found to have been playing with this modder consistently. This is kind of like how they moderate the forums. The moderators have more direct access to those who can ban people and their requests take precidence over all other requests simply because bungie KNOWS that their requests are valid and will have all needed proof attatched.
Not only would you nail the cheaters but you would also nail those who boost off of them. I've kind of already been doing this myself. I've turned in DOZENS of gamertags, and I'll probably have dozens more by the end of this week. I get modded ATLEAST once a night. It's gotten down right rediculous.
2) This one is simple, and after all of the ten tons of complaints really only makes sense: Team mute. One button that mutes the entire oposing team with one touch and unmutes them with another. This would resduce the amount of stress placed on the ENTIRE gamer community. It would cut all complaints and non legit "cheater" turn ins tremendously, and would improve gamer retension, and broaden the gamer base by giving families a bit more reason to let their kids play online knowing that they can turn off the constant stream of profanity their kids have to put up with.
Those are my suggestions. Frankie responded with some stuff about how they're considering the team mute and how it's not their codes fault. I appreciated the response. I KNOW it's not their codes fault. I mean some stuff MIGHT be able to be done about the mods but if the mods couldn't force host in the first place this wouldn't be happening and that's ALL XBL. Anyway, so I did get a response, and I'm way appreciative of that.
input?
