They both:
1. Have the ability for light bending camo (not complete invisibility)
2. Are aliens (to us)
3. Have similar looking ships
4. Are out "hunting" humans at some point
5. Wear armor
6. Have 4 mandibles on their faces
7. Are slightly reptillian
8. Have small eyes
1. The Covenant have the ability for 'light bending camoflage', not Elites. Not only does that mean that any Covenant could have made it, but any creature (Master Chief and Flood Forms are 2 examples) can use it.
2. Anything classed as an 'unusual creature from a different area' is classed as an Alien so that's a bit of a vague similarity.Because both species are Aliens, does that mean all Covenant can be classed as similar to Predator?
3. Covenant ships are the work of the Covenant , aka. 'a collection of species'. That means that although Elites ride them, one of the other species in the Covenant could've built it.
4. Don't get me started, this one is totally stupid. I'm guessing you could say that all evil alien races that want to kill humans are similar to Predator in that sense, its a bit of a vague category don't you think?
5. What modern warrior would go into battle unprotected? Again, that is a vague category that can group lots of Aliens.
6. This is probably the one legitimate thing you've said in your post. It is true that Bungie looks for inspiration from places like sci-fi films, it was probably integrated into Halo to make the Elites look scarier.
7. Slightly reptilian? The Jackals from Halo look more reptilian than the Elites. I personally don't think that the Elites look replitian in any way; I'm sure some people will agree.
8. Have small eyes? I think you'd be a little mad if you came to play Halo for the first time and there were these 7ft creatures that totally whoop ass, but look absolutely rediculous because they have huge puppy-dog eyes. Its for the effect and matches the whole look of an Elite.
I leave you with:
In this world we live in, so many factors and possibilities have already been explored in nearly every line of work, it is hard to actually come up with something 100% original. Developers of 'new' things are bound to get influenced by the things around them and integrate it into their work, its natural!
