I don't think that 'Class 2' or 'Class 12' or 'Class whatever' are actual suits of armour, I think they're exactly what they sound like - classes. The Monitor probably scanned the defensive capabilities of the Chief's armour and rated them on a scale the Forerunners might've used.
It's just like me looking at someone who's dressed in cardboard armour and saying, "Wow, your armour is a piece of crap, you ought to get some bad-ass armour." You wouldn't respond to that by saying "Oh, yeah, I saw 'Bad-ass Armour in the Wal-Mart catalogue for thirty eight bucks!" No, you'd say, "You're probably right, I'll go find myself a flak jacket and some kneepads." I rest my case.
