The only reason it's so difficult is because the enemies are significantly more powerful than you. Each and every Elite has more powerful shields, more health, and stronger weapons, infinite ammo, no reload times, I've never seen an Elite's plasma rifle overheat, and you have to take them on 3 or 4 at a time. It's just a cheap way of making the game hard to beat - instead of making the enemies outsmart you, they can just outshoot you and outlast you in a firefight. You have to beat them with your smarts (startegy) instead of your skill (aim and fire).
1--Actually, the elites' plasma rifles overheat all the time. And that is a fact.
2--Their ammo never ran out in easy mode, either. Not even on Halo 1.
3--No reload times? They are using plasma weapons.
4--Of course they are going to have more powerful guns and shields. It's legendary.
5--What's wrong with using strategy to take down enemies?
I have beaten every level of Halo 2 on Legendary. And not a single one of them was fun. Just frustrating hide and seek games with Elites getting assassinations while they mindlessly stared at the spot they last saw me.
How was Halo 1 any different? Elites showed up in large groups, and many times in Halo 1 I had to take some serious cover. That nis the point of both games--rushing aimlessly out is no way to win. Taking cover is not for noobs. It's the smart thing to do.
If the elites are too hard, use vehicles or the PP/BR combo. Or dual-wield. Or hey--grenades could help, now couldn't they?
