Case and point: don't worry about it. Girls start getting boobies pretty soon, and then you'll have plenty of other things to think about. Being an Inheritor is not a life goal.

Why is the governor so crazy? In the comics, his daughter is a walker and from what I've seen in the t.v. series, it may go down that route. The Governor looking for a cure for his daughter. He also loves the power that he has acquired.
As far as him killing the soldiers, they would have been a threat to his power. He controls the people through fear of the outside. This is seen in the last episode where he talks about the soldiers not having a wall. He keeps his power by showing that he can protect his people and keeping them afraid of being cast out. The soldiers were out there and they survived fine, they wouldn't be afraid to call out Blake on his abuse of power and of him using fear to control his people.
