I've noticed that often I can't see opposing players through the dust thrown up by exploding 'nades, rockets, or the splash from fuel rods or plasma nades, but they seem to see me just fine, (since I get shot waiting for the air to clear). Do most people play with decals off, so they can see better?

Yes. I used to untill I learned about watching for muzzle fire from snipers. If you turn some of those settings down, it will deffinately clear the air making close combat more visible.

Decals is just bullet holes, blood, and black marks where explosions took place. Particles controls that cloud of dust for explosions, and muzzle flash.
