My top 3 favorites:
1)
The Covenant (#1 for best glitches, fun strategies, fun battles, and for being fun on all difficulties)
-fun glitch and battle:
Four Arbiters vs. Brutes (vs. Heavy Grunts also possible) and later, four Arbiters vs. Flood
-badass (but not fun) glitch:
half-infected War Chieftain
-Pain in the ass glitch but fun battle:
Hornet army vs. Banshees and Phantom
Unfortunately, the sheer number of Hornets unload the Banshees.
-fun thing to watch:
Hunter and Arbiter on Solo fighting in cutscene
-fun battle:
5 Energy Sword wielding Elites vs. Hunters (on Easy and with Cowbell skull turned on to make Hunters fly) and vs. Brutes.
Also, if all your Elites survive, use the fuel rod gun or brute shot to go into the dark terminal room and get on the elevator and then go to the door. look at your motion sensor. when you see red, go through the door. Brutes will be walking with their back turned to you. You can assassinate them for easy kills. Very useful on Legendary.
-fun battle:
Flood horde vs. Hunters (Co-op Easy recommended). Enter the third tower. Kill your Elites. Detonate any grenade in the vicinity. Pick up a Energy Sword. Go to the left corridor, wait for the Drones and frag them until they disperse. Have another player distract the Hunters. Then use a fuel rod gun or brute shot to go into the dark terminal room and activate the elevator and then get off the elevator. The Brutes should come out through the door. Kill them. Melee their bodies to the place where Arbiter usually goes after you activate the elevator in single player. Now wait for the elevator to come down and go up (kill the Drones first). Kill Brute Stalkers and War Chieftain. Deactivate the third tower. Get on the elevator and go down. Ignore the fight and go past the glass window to trigger the Flood combat forms and carrier forms. Get their attention. Blow up the Carriers without harming any existing combat form. There should be about 10-20 combat forms fighting with the Hunters. If Cowbell is turned on, the Hunters will sometimes go flying! :D
Which is why I believe The Covenant is the greatest Halo level ever!!!!

The Ark
I enjoyed the third rally point.
You can get a total of 3 auto turrets. Deploy them to the lower level. Get them to face where the Jump Pack Brutes will spawn by shooting them with a plasma pistol. They will kill most of the Jump Pack Brutes.
Also, you can retain the first Arbiter if you start at rally point bravo. He will kill the Jackals, Brute Stalkers, and the Brute Chieftain if you give him the energy sword.
3) Sierra 117
Excellent combat.

4) Floodgate
5) Crow's Nest (hanger fight takes too long)
6) The Storm (the Brutes at the warehouse are frustrating to fight on Legendary)
7) Tsavo Highway (I hate vehicular levels)
8) Halo (too short, too easy)
9) Cortana (not fun when trying to complete it on Legendary to get EOD armor)
10) Arrival (no combat at all)
