Admiral Harper is your typical commanding officer in the military both in halo and the real world. They are arrogant, dumb, have an ego bigger then the fleet or battalion they are commanding, and whenever the something bad happens the first thing they do is toss all logic out the window.

All this gathered from one sentence. Lovely.

Harper's forces outnumbered Regret's. His first priority was to prevent ANY Covenant forces from reaching Earth, even if that meant sacrificing the lives of his fleet to do so. Arguably, if he'd carried out his attack, Regret's forces would have been battered atnd the Orbital Defence Grid would have finished them off with relative ease.

Question of the ages isn't it. In theory Regret's fleet would've been demolished in a single volley alone from just a tenth of the orbital guns present.
