In Halo: CE, I always thought of them as dumb zombies, but after playing Halo 2 and 3 and reading deeper, they actually have some sentience. But do you think they are fully sentient?

What would they do if they completed their goal of consuming all the humanoid biomass in the galaxy? Do they have anything else in store, or is their only goal to reproduce?

I'd like to view the Flood as super-evolving. They start out aas non-sentient micro-organisms. They then take over better organisms until they are fully sentient.

To answer your question: They are not sentient until they take over sentient hosts.

I believe that the Flood are only sentient when a higher form is controlling them, like Gravemind. Without one, they act simply on instinct.

If they were to consume all the biomass in the Galaxy, I think they would travel then to another Galaxy to start fresh. Their one and only goal is to consume everything, so it makes sense that they would leave.

Once they reach a certain number, they start to make a Gravemind, that was 1 to 2. In three, after they took over High Charity, lots of bodies meant they could seperate the calcium from bodies and make pure forms. Also:
"Alas brother, the Flood, it has evolved!"

the individuale is an automaton, only on the verge of sentience. The Gravemind, on the other hand, considering his near omniscience, could be considered Transsentient, like the Precursors.

And whatever he doesn't yet know, he finds out, so collectively, the Flood are super-sentient.
