My opinion on the matter is that the production of the movie is more likely now that Bungie has left the project in the hands of Microsoft and 343. This ties in to my opinion that Bungie was reluctant to develop a movie on this series as it would undoubtedly change the story which they had created.
That being said, though I think a movie is now more likely, I feel that it will not be as good as if Bungie eventually did decide to go down that path. Without the guiding hand of the group that produced each installment of the Halo series to date (excluding Halo Wars), I worry about the integrity of this production.
Before I get torn apart from others noting that the books (of which, those written by Eric Nylund were FANTASTIC), the comics, Halo Legends, etc., were developed largely outside Bungie, they were created at a time at which Bungie still owned the series, and ultimately still had the a major input on what could and could not be done with the storyline.
In the end, I have hopes that a movie project can be completed, but also that it is done in a manner which holds true to the Halo universe created thus far.
Bungie never owned the series after they started working for Microsoft.

OT: I think a peition would be a good way to get the ball rolling with microsoft.
